to design and layout comic books using a template or something.. any ideas

-Quark Xpress?
I don't know what I'd use if I were doing that kind of thing at home, but assuming you plan to bring a commercial printer into it, well, Quark is pretty common.
Dunno if it qualifies as using a sledgehammer to swat a mosquito, though. I guess it depends on the size and complexity of your mosquito.

-To what end? Will you be drawing everthing digitally straight into your computer? There really isn't a "Make a Comic Book" program. You can create templates with most software, but most cartoonists still draw it and scan it in. More are using fonts for lettering, but... if you want a template for drawing, there's a company that sells blue line boards, which you can do a Google search for. If you want a template for doing all-digital work, you'll probably have to create it yourself in whatever drawing program you use.

-Layout in a decent graphics program is pretty easy. What would be useful would be something like a photoshop plug-in to create word balloons.
